All transactions between people or businesses, commercial or otherwise, must abide by the laws laid down in the constitution or promulgated through ordinances and acts. Violations to these several hundred laws do occur often. At such times, the onus lies with the local government agency in each district to oversee implementation in their territory. There are district attorneys and assistant district attorneys in each district to inform the courts about any violations and ensure that the culprits are brought to book.

With a huge population and as a host to various businesses, New York has a high crime rate.
